The Ash Vampires in Morrowind are one such example, or the not-quite-human Ghosts found across Cyrodiil in Oblivion. Plenty of monsters and other characters from Morrowind and Oblivion, or even earlier Elder Scrolls titles such as Arena, still stick out in players' memories for their terrifying design.
